Ruling in travel ban leaves myriad questions unanswered

Dershowitz, who said he does not support Trump's order as a matter of policy, predicted SCOTUS will "generally support" the president's broad authority to control immigration into the USA with exceptions similar to the ones the court carved out yesterday for people with "credible claim of a bona fide relationship" with people or organizations in the country.

Trump's first executive order on travel applied to travelers from Iraq and well as the six countries, and took effect immediately, causing chaos and panic at airports as the Homeland Security Department scrambled to figure out whom the order covered and how it was to be implemented.

The ban does not apply to Egypt but to Yemen and five other Muslim-majority countries - Iran, Libya, Syria, Somalia and Sudan.

The court also agreed to take up a case that touches on Kennedy's landmark 2015 opinion clearing the way for same-sex marriage. Trump claims the temporary ban is needed to prevent terrorist attacks. During the 2016 presidential race, Trump campaigned for "a total and complete shutdown" of Muslims entering the United States.

Which refugees can't enter the US? "Does it matter when someone was invited to address a US audience, i.e. before or after the travel ban or the court's opinion?"

A broad interpretation, for example, could allow for a contract or reservation with a rental vehicle agency or hotel in the United States to be considered legitimate relationship, the officials said.

But, the court said the injunctions were too broad to also include barring enforcement of the ban against foreigners who have no connection to US. It blocks a ban for people who can demonstrate a US connection.

Some lawyers also said the vagueness of the "bona fide" standard was license for the Trump administration to interpret it broadly.

The Supreme Court on Monday reinstated part of Trump's travel ban, allowing certain parts to go into effect.

Lavinia Limon, CEO of the U.S. Committee for Refugees and Immigrants, told the Associated Press she was dismayed by the ruling, but insisted that her agency has "an existing relationship with incoming refugees, certified and arranged through the Department of State". The travel ban was a signature policy of Trump's first few months as president.

Iranian authorities criticized the ban when it was announced earlier this year before it was suspended by the courts.

There may be less confusion as the ban is partially reinstated. Section 2 (c)'s 90-day temporary travel ban begins today, June 26, 2017, and will expire on September 24, 2017.

After Trump's original January 27 executive order, several states, including Hawaii, sued in federal court and got it blocked, prompting the administration to craft a new order in March that included changes - such as dropping Iraq from the list of nations - aimed at allowing the measure to pass muster in the courts.

Trump's revised executive order, known as the travel ban, halted travel from six mostly Muslim countries for 90 days and halted the nation's refugee program for 120 days.
