Trump's actions trigger health premium hikes for 2018

Pressure grows for Trump to fund Obamacare subsidies

Around 4 in 5 want the Trump administration to take actions that help Obama's law function properly, rather than trying to undermine it. Trump has suggested steps like halting subsidies to insurers who reduce out-of-pockets health costs for millions of consumers.

Just 21 percent of respondents — but 49 percent of Republicans — want the GOP to continue working on a plan to repeal and replace Obamacare, the survey said. Insurers say such a move would force them to leave the health law marketplaces or raise premiums.

Most (57%) say Republicans in Congress should work with Democrats to make improvements to the 2010 health law.

When asked about the Senate's failure to pass a repeal-and-replace bill, most Americans (60%) say it is a "good thing", while about a third (35%) say it is a "bad thing".

The Trump administration continues to emphasize the weakness of the exchange markets for next year, but numerous problems that are causing that weakness, according to the insurers, are primarily of the administration's own making.

"Senator Mitch McConnell said I had 'excessive expectations, ' but I don't think so". Almost two-thirds of the public oppose the presidents negotiating tactics, the survey said. This includes large majorities of Democrats (95 percent) as well as half of Republicans (52 percent) and President Trumps supporters (51 percent). For a White House that often seems more concerned with cementing support from Trump's loyalists than embracing the political center, that might help explain the president's persistence on the issue. Analysts say that would roil insurance markets because fewer healthy people would buy policies, leaving them with greater proportions of expensive, seriously ill customers. While around 6 in 10 overall say Trump should not use such disruptive tactics, a majority of Republicans back that approach.

President Trump has threatened to cancel the payments, known as cost-sharing reductions, which reimburse insurers for giving discounted deductibles and copays to low-income people. It's this group that will bear the brunt of these proposed premium increases, should they go into effect.

This month's survey again finds more of the public holding a favorable view of the Affordable Care Act than an unfavorable one (52% vs. 39%).

The poll of 1,211 adults was conducted August 1- 6.The margin of sampling error is plus or minus 3 percentage points. The margin of sampling error is plus or minus 3 percentage points for the full sample.
