Much credit for the breakthrough must go to South Korean President Moon Jae-in, the son of refugees from the North, who has pushed for dialogue with the Kim regime since his May election, spearheading symbolic cooperation such as marching under a unified flag at the recent Winter Olympics in PyeongChang.

The 1994 Agreed Framework offered the North civilian nuclear reactors and other assistance in exchange for denuclearisation. He added: "May be false hope, but the ready to go hard in either direction!"

Moon also stressed that conditions are now right for talks between the US and North Korea on denuclearization.

Before leaving for Pyongyang, Chung said he would relay Moon's hopes for North Korean nuclear disarmament and a permanent peace on the peninsula. It will include 300,000 South Korean troops and something that North Korea has objected to strenuously in the past.

On Tuesday, it was revealed that North Korean leader Kim Jong-un informed a South Korean envoy that he was willing to discuss scrapping his nuclear program if the US was also willing to make some security guarantees.

The delegation met with North Korean leader Kim Jong Un during a visit to the North on Monday.

Chinese state-run tabloid the Global Times published an editorial saying the Korean nuclear issue cannot be solved without China, Russia and the UN Security Council.

The delegation will wrap up a two-day trip to Pyongyang later on Tuesday after another meeting with North Korean officials, the spokesman said.

Japan's Chief Cabinet Secretary Yoshihide Suga said it was "extremely important" that North Korea show its commitment and concrete actions toward abandonment of its nuclear missile development in a complete, verifiable and irreversible way.

The case immediately drew comparisons to Alexander Litvinenko, an ex-spy who died of radioactive polonium poisoning in London in 2006.
