Those harnesses are one factor being scrutinized as investigators work to determine how a helicopter ride for a private photo shoot turned into a fatal crash.

Dallas Fire-Rescue officials say Brian McDaniel was on vacation in NY when the helicopter went down on Sunday.

"It's a great tragedy that we had occur here on an otherwise quiet Sunday evening", Nigro said.

"Despite his short tenure, hearts are heavy with grief", the department said in a statement.

The helicopter was owned by Liberty Helicopters.

The flight, which originated in Kearney, New Jersey, was a photo shoot tour of NY landmarks.

The National Transport Safety Board was leading the investigation into the crash.

McDaniel was visiting Cadigan, who had recently finished an internship at the Business Insider news site.

A video posted on Twitter shows a red helicopter landing hard in the water and then flipping on its side as its rotors beat the water.

The aircraft was owned by Liberty Helicopters, a company that offers both private charters and sightseeing tours popular with tourists.

NTSB spokeswoman Bella Dinh-Zarr said at a press conference this afternoon that the crash occurred at 7:08 p.m. ET Sunday and her team "will be looking at other sister helicopters and see if this helicopter's harnesses were functioning and if the passengers were using them".

McDaniel was a firefighter in Dallas who'd gone to high school with Cadigan and was in NY visiting him over the weekend, NBC Dallas-Fort Worth reported.

A Federal Aviation Administration spokeswoman confirmed the chopper was a Eurocopter AS-350.

The passengers were recovered by police and fire department divers, who had to remove them from tight harnesses while they were upside down, Fire Commissioner Daniel Nigro said.
