Haspel's comments may help to persuade skeptical Democrats to support her confirmation, which appears all but assured now that two Democratic senators have publicly said they will vote for her.

"Over the last 17 years, the Agency and I have learned hard lessons since 9/11", Haspel wrote in a letter to Intelligence Committee Vice Chairman Mark Warner, D-Va., who has not yet said how he will vote on Haspel's nomination.

Former Vice President Dick Cheney stood by the CIA's controversial torture program and said interrogation techniques like waterboarding should still be in place. Republicans hold a slim 51-49 majority in the Senate.

The Senate Intelligence Committee is due to vote on Wednesday on whether to approve Haspel.

However, when John Brennan, who is also tied to President Bush's enhanced interrogation program, was being considered for Central Intelligence Agency director, Sanders voted yes, as did 35 other Democrats still in office.

Haspel's nomination has reopened a fierce public debate over the CIA's post-9/11 torture program, with lawmakers questioning her 2002 oversight of a secret "black site" in Thailand where prisoners were tortured. According to Haspel, she categorically against the resumption of this program.

Sen. John Hoeven has said he supports Haspel's nomination.

Haspel said she would "refuse to undertake any proposed activity that is contrary to my moral and ethical values".

He also cited the support for Haspel by former CIA directors under the Obama administration, Leon Panetta and John Brennan, and General Michael Hayden, first appointed director of the National Security Agency by Democratic President Bill Clinton and later CIA director under George W. Bush.

As for Mr. Paul, he has expressed deep reservations about Ms. Haspel since earlier this spring when Mr. Trump nominated her to replace Mike Pompeo, who became secretary of state. Rodriguez has said publicly that Haspel knew he meant to take the matter into his own hands and issue the order, because he believed he had the authority to do so.

At one point, Kennedy welcomed the waterboarding, saying, "I'll do this for years".
